To elaborate on Vinny's explanation on how NES graphics work just because I'm bored: everything is made of tiles. A single tile is 8 pixels by 8 pixels, and each individual tile can only have four colors. Usually one of those four colors is reserved for transparency. Blocks and enemies and stuff are also usually made up of four 8x8 tiles combined into a 16x16 tile. For example, Mario is made of two 16x16 tiles stacked on top of eachother. In Shovel Knight, they obviously broke some of these rules by adding more colors and having sprites that are slightly larger than a single 16x16 tile, but are mostly very faithful to what the NES looked like. lastly, scrolling backgrounds obviously would never work because the NES, I believe, only had a single layer for the foreground, so the background had to share that layer, unlike the SNES which uses multiple layers. Like onions. A fun example of the NES's color limitations is that Mario's overalls in SMB3 are black because they wanted him to have black outlines, so they had to sacrifice a blue color for black. In SMB2 it's the other way around, they wanted a blue color, but also didn't want him to go without outlines, so he has blue outlines, and therefor also a blue mustache.
It's insane how $15 for a game like this would sound expensive for a game like this back then. We are so saturated with retro indie games like this now $10-15 is kind of the standard (which isn't necessarily a bad things cause there's so many great games, but it really puts things in perspective)

8 sprites on the screen at the same time does not flicker for the NES, 8 sprites at the same scanline flickers, meaning that when all the sprites are aligned so that they have roughly some pixels on the same height, you get the cool flickering.
