If you're meaning why didn't he do the scream when he fell that's because he hit his head before he fell. In Mario Sunshine if Mario hits his head and falls he won't scream instead it will make a funny noise
That one level (the infamous Pachinko machine) has a glitch when he dies. Instead of falling all the way, he hits an invisible floor in mid air, and the audio loops the first bit of his falling yell. If you get game over on that level, you'll hear his full falling sound on the next menu.
