Absolutely correct, format disk as "exFat" file format and use Balena Etcher, it will install and validate your iso on usb drive and thereafter will create 2 partition along with Grub, simply eject your Flash Drive, remove the boot security & setup the boot priority as your Flash Drive and happy Installing .... :P

If this did not work for you. Go into the bios settings and change it from UEFI to CSM. Worked for me.
Hey it should be in mbr or gpt in flashing? What boot setting? Uefi or legacy? I'm stuck with these grub anymore
FOR 2.04 use for burning balena etcher!! I used rufus and it didnt work.

For me the was just missing to configure the bios setting to use USB to install Linux system
