Gangtok is all on Hills only. Good for kids. Even you can go upto Lachen with kids (upto 9000 ft). For Gurudongmar or Nathula pass going with kids will depend upon kids age

Can I visit sikkim with 2 year old baby , is it safe ? And what precaution should we take .

I would personally suggest not to go with 2 year old. Army probably wont allow to take baby to higher altitude points. Key attractions of Sikkim are high altitudes only like Gurudongmar, Kala Patthar,.Zero Point., Natula Pass.
