Sphinx of the Second Sun isn't just an extra draw, the additional untap and upkeep phases are huge. You get so many more Surveils with it in play. Better to cut Marvo imo. The octopus is a cool card, but it doesn't synergize with the deck at all.
Only synergy between Mirko and Marvo is that the latter has only 1 power but a high mana cost, so Mirko can reanimate a - technically - very impactful creature with just one more power than he enters the battlefield with. Still not worth it, imho. But neither is the Sphinx because there aren't many upkeep surveil-triggers in the deck to begin with and the surveil-case is really fun and strong in theory, but actually really awkward in practice because it has the same casting cost as Mirko and both cards need to be in play for an entire turn cycle to grant any benefits to Mirko.
What about spark double instead of sakashima. Can copy legendaries, has 0 power and in the event you copy mirko it has a +1/+1 counter on it. Just can't copy opponents things

What do you think of cards like Tekuthal Inquiry Dominus, Soul diviner, or fain the broker to remove the finality counters from the creatures tour reanimate? Especially the last two to create treasure or draw a card to remove them?
the best thing about The Ozolith, and it wasn't mentioned (but anybody correct me if I'm wrong): if it's on the BF, and if one of our creatures with a finality counter on it would die (and be exiled), it drops his counter on The Ozolith, therefore it goes to the GY instead. Then, in our battle phase, we can throw this finality counter on another creature (and the card text doesn't demand it to be ours). That's amazing, if true
I know this commander says "whenever you surveil" but I really think this list is better built without the surveil stuff. The only worthy surveil card is Undercity Sewers (and only because you essentially get 8 copies counting fetchs with a low floor of being a tapped land). I basically treat the commander as saying "on your end step reanimate a creature with zero power" which is still a strong and fun build-around for casual play.
But in this case you're putting all the counters on Mirko, which if it gets exiled you can just choose to put it back in the command zone. Plus stuff like nesting grounds can move those finality counters onto opponent's creatures, or you can remove them from your creatures by flickering them.

I have both decks, Mirko is more consistent (looters), faster (cheaper mana, not needing experience counters) and has access to counter magic. The only upside to Meren is the sacrifice theme can be built as a win condition with aristocrats type stuff, Gray Merchant etc. Mirko doesn't lend itself well to non-combo win cons, but it has access to Thoracle combos if your group is cool with that type of stuff.
You cant revive the Chupacabra with one counter on mirko. The power has to be less then mirkos Power. So you need two counters on mirko to get the Chupa back :)

crashing drawbridge for that second effect is amazing so is fain and any counter remover/mover like nesting grounds
How does crashing drawbridge help nesting grounds?
Crashing Drawbridge literally only has one effect: Granting your board haste by tapping.

Theres also Nesting Grounds to move the counters to another permanent. Just move them to a basic land and it's basically the same as removing them

Needs Nesting Grounds to move those finality counters onto your opponent’s creatures.
i think breach the multiverse would be really good in this deck
No landbase upgrade? I'm surprised that's always what i upgrade first with precons, and there's a lot of great budget dual lands now.

I dont like Ozolith in the deck, you have to put finality counters on it as well
I would refrain from putting in the ozolith. It’ll retain finality counters too which could be detrimental to your strategy
