@moviesperson100001 If I recall, he hasn't really moved since the first few months that the ride was opened. Something broke that would require shutting the ride down for a considerable amount of time so the created the strobe effect to make it appear like he is moving. Broken or not, he's huge and one of the most impressive effects at any of the Disney parks.
Where does the staff staff staff come into play when your stuck? Why don't they have a call button in the ride in case you are stuck to speak with the opeartor?
Because the staff know at all times where trains are; there is no need for "buttons". If a train will need to be evacuated, the OPS will tell the GUESTS. There are cameras EVERYWHERE on these rides.

@popgardenradio I think the strobe light is only on when he is broke down and not moving.
