They are alike as in comic relief.
But Usopp is way bigger coward who got the greatest character development in Dressrosa Arc(which also had one of the best one piece villians)

Regarding zeff, anime is a tone down version from manga. In anime its shown that he cut his own foot to save sanji from drowning. But in manga he will give all his food to sanji, cut and eat his foot to survive.
In anime, when sanji ask Jeff how he survive and where is his food after sanji found his treasure bag. Jeff say nothing. His leg was missing. So it is implied that Jeff cut and ate his leg to survive
