Yes! That is exactly what dynamic is referring to in this video. It will remain in the same referenced position as long as the selected Slicing plane or Intersection Curve plane is static i.e. not changing its location or relations to the model when its features or dimensions are modified. The default Front, Top, & Right planes are typically excellent choices when properly associated to the model. Conversely, one should avoid selecting a planar face of the model since they will often change locations when updating design specifications
