45 minutes really is not a lot of time to evacuate. Depending on the working environment, and the location of people in a manufacturing facility, that can easily take 15 - 30 minutes just to get to everyone, much less respond and get to a safe area. If you're talking about work, and a persons life? That almost sounds like those business owners were just playing with their employees lives. I get that you have to be continuing to manufacture products, but not in conditions where the difference between life and death are so slim.
I lived on the Gulf Coast most of my life and don't remember ever seeing one go west to east either. I think part of it is that the water in the gulf is staying warm longer while cool fronts are starting to come from the north. The storms are forming and the cool fronts are holding them off the coast and pushing them east.
