Has the importance of locality/place in the Innovation procese change ‘thanks’ to the pandemic?

Good presentation except that the definition of capital 'I' Innovation is so loose and open that it doesn't actually capture anything that would help us understand the difference between finishing a typical IT project on-time (building, getting user acceptance, etc.) vs. the process of developing the model-T . Also, apparently, you could never know it was an innovation until after you saw an impact - but surely that's ridiculous. So, the model-T wasn't an innovation until it's impact on society? I find that hard to believe - surely, Elon Musk is doing "capital I" innovation, even though his projects aren't complete and we don't know what the impact (if any) will be. Moreover, what if Elon Musk never finished his new underground highway project - say he just got bored and walked away? I guess since he never finished the project, its not an innovation? I find that hard to believe. Not to be too critical, but this is so typical of MBA-type thinking - lacks the philosophical rigor that any scientific or philosophical theory, for example, would be required to have.
