It's not really that it's hard to be impactful per say, it's that if you got to late game on hooks then if you don't land a hook or they figure out not run into them then you basically just lose. With Ali you can do all in engages in lane to get ahead then flip the switch and just peel nonstop late game while retaining the same amount of overall usefulness. Similar with Thresh, you can be offensive and defensive where as Blitz basically is just good for picks and if you get to the point where either you can't insta kill the pick or they wise up and set up so picks are hard/near impossible then you're just praying for them to make a mistake to capitalize on while being a vision bot.
