I vividly recall the process: post your offer letter (attested by one of the ministries in Saudi Arabia) - MHRD->University->MEA->Saudi Cultural Attaché->Saudi Council of Engineers. 4 months of obnoxious bureaucratic process to get the resident permit.

Wrong information.. notary and sdm attestation is required for personal documents only..but for educational certificates apostille state hrd is must..it cant be done by notary or sdm
