Mega Man II (GB) actually had some good music, but because the Game Boy's sound chip was soooo limited, we got the ear bleed inducing music instead, but that doesn't explain why it wasn't as bad in Mega Man 1, 3, 4 and 5 (GB).

In this era of VG music, good audio engineering skills were as essential as compositional knowledge to produce a quality soundtrack, since music was more or less written directly in assembly code.
Turns out the composer actually wrote the original in sheet music, and the audio programmers did a bad job at programming it in the game. Also the music was programmed one octave higher in the game for some reason.
