A couple of names got switched around between the Japanese releases. In Japan, he's the one named M. Bison. I think the devs thought it would have been a bit distasteful to use the names as they were, considering the whole Tyson biting Holyfield's ear thing that happened back then.

Bison (Balrog) has one of the highest defenses in all history (I do remember than the only way to actually beat him was by poking in out with weak low kick constantly) so Combo would have a hard time cracking that defense to initiate his combos... leaving himself open too much as one hit of Balrog would seriously damage Combo's stamina...
+devoncasseus actually his original JP name was Mike Bison. When the game got ported to the US they changed it to Balrog in order to avoid any copyright issues ever happening. in Japan he is still M. Bison.
