Thats not true, actually they got between like 25 and 35% of the whales, depending on what you consider a whale. 600/700/800m? From TOP30 in power, 11 are in S21.
I think Lilith should give weaker alliances double the standard units to fight with. Give smaller players an extra 10k personal as that’s what happens if they do succeed in stopping bigger alliances you run out of units to retrain.

if you had 200m 2 years ago, you would well fit in Epic1 now. You should be 400m+
