This is insane! This wouldn't even be legal in the UK. If you go to see an 18 and you look underage, you will get asked for ID. I can't imagine a parent being that irresponsible. Completely irresponsible indeed. I can only speak for the theaters I have been to, but a legal guardian or family member who is at or over 21 can show the ticket employee their ID and sign their name on a list, allowing permission for an under-18 person they are with to watch the movie. I had to do that with my sister for Joker, but she was about 17 and definitely not 3 like the toddler.
