I haven't seen this video in years but I just performed full CPR with rescue breaths on a car accident victim in Los Angeles today. Staying Alive at 100BPM came right in my head as I started chest compressions... THANK YOU!
One other thing that's standard practice with first aid in general and CPR especially: use onlookers for everything you can. If you've got someone standing on the sidelines with a phone looking confused, have them call in the ambulance so you can get to actually helping the person that much sooner. If you've got bystanders, ask for volunteers who also know how to do CPR. It's simple enough to do, but it takes a lot of energy to do it properly. The human rib cage is sturdy, and 5-6cm of compression takes a fair bit of force. Doing that 100 times a minute, and you're gonna be spent in minutes. As soon as you start to flag, switch in for someone else - this isn't exercise, those last few reps where you're struggling are doing less good than the ones where you were steady, not more. Stick around and take another turn when you're up for it. It's not about proving you're not a wimp, it's about saving the guy's life. Even the pros spell each other off. Oh, and you're gonna be pushing harder than you see on TV. A lot of the time you see TV CPR, it's on either a live actor or a solid dummy. CPR is a very good way to break ribs and fuck with a functional heart, so you tend not to do it on people who don't need it, and dummies don't have the capacity for chest compression that humans do because they're generally not equipped with lungs. (If they are, you should probably be calling on emergency services for a different reason....)

I'm not sure about the rest of the world, but in the US we have "The Good Samaritan Act" which means you are immune from a lawsuit if you try to help in good faith.
In North America it's voluntary but encouraged, hence the Good Samaritan Act. But there are limits to your protection, such as providing unreasonable care.
Recent research has shown that rescue breathing doesn't really help. "The new CPR technique no longer includes the mouth-to-mouth air component, which studies showed were no more effective than chest compressions alone." ... as used by professional rescuers. My old community had a jump from 5% survival to 17% survival in one year because they started working patients on-scene instead of in the back of the rig. Time matters, get started on it!

The government dont actually pay for kits. But to be honest a well equipped kit that can be in every car, is a cost of maybe 1/5, 1/10 of full fuel tank? And it's for use for next few years even
I think you're missing the point. Many people are put off by mouth-to-mouth on a stranger...and they posited that it was enough to put them off of doing ANYTHING. So they introduced CPR w/o respirations in order to induce more people to at least do SOMETHING.

Get together with your friends and make accurate training videos.

It's way more complicated than that. But non medical professionals should do hands only CPR in part because they likely don't have a mask.

You can check a persons perfusion by doing a capillary refill test on the thumb.
