Goverment dept, from where we can get this noc or permission for running Technical or Mechanical related things.

Why fire department illegally giving permission to high rise buildings. High rise buildings are itself a very big risk. Also they don't check personally the building fire norms. Only they provide Form-B after taking bribe.
