for the people that dont have photoshop you can use pixlr.com/x/ to do it, you have to go to arrange and style on the top right, unlock the layer, click on transform and then change the size

You CANNOT use MS Paint for this. MS Paint does NOT support PNG transparency and you will have a "white square" around your cursor when you save it.

i cant change the size in any painnt or ps i tried is 3 different app but...
its works in paint 3d aswell. if you want to cahnge the size of the pixels then look at the top and click canvis and it should work
