Credit to Penrith for their intensity, however the timid referee gave both teams free reign to infringe in off-side plays - and because Penrith had the majority of possession, they got the benefit of more off-side play than the Storm. Melbourne's super-warrior Harry Grant should have got the man of the match award for his massive tackling effort.
Congratulations to Penrith. While that Jack Howarth no try was sketchy they do deserve their win. Melbourne only had 43% possession in the first half and the way they defended was insane.
