I don't understand why culling is against the law. also, the border in the middle of the river is fucking stupid too. they should have mad the border where the river hits land, and have the river as a neutral ground so that people fishing on the water, don't accidentally break the law. fucking ridiculous
matt atherton Minnnesota does not have a culling law in the normal state waters. However at the time the law was made on the river because Wisconsin had a no cull law on the entire state. More recently Wisconsin changed their state laws back to allow culling, including that section of the Mississippi. When they did so Minnesota DNR never moved to change their laws back to allow culling.
