Very debatable because
In the zacian meta scald slowbro was the biggest counter for zacian and the hp recovery and slow was very brutal at that time and scald and Amnesia pretty much he became unkillable so scald is no doubt good but if you know how to play it correctly build- exp share,stacking glaves and focus band
About surf is it was not quite good since the theia sky ruins map but after it got some buffs it became broken but people stopped playing it because scald bro was one of the Highest win rate mon at that time and there was a bug where if you basic attack during surf the surf gets cancelled so it became unusable(it is fixed now) but people don't understand that surf is the biggest counter to attackers and speedsters for eg-leafeon,zoroark,dodrio etc so pls play surf not scald is no doubt good but you need a bit practice and know your build

bro surf has stun and scald can only solo enemy in current meta stun give very value

cut and night slash give nice heals which can help to sustain yourself till ur Cooldown is over, with feint you can't change your attack pattern much but with night slash u can, night slash gives more utility in my opinion
