He started with legality first … Legally only center has the rights to pass certain bills and service rules for Delhi , as Delhi is not fully a state. He even mentioned the committee’s report from past years when congress home ministers created Delhi with those limitations He Then replied to each opposing members question one by one .. in the process of replying to questions he mentioned Delhi govt is being run without any rules, no cabinet meetings etc., hence they are specifically passing service rules .
