You should. Lily is still a good character. Every single character in this game is viable. It's just how you the player utilize your character. In SF6 tier lists don't really matter imo. It's like Aki when she came out everyone screamed she was low tier but in reality she was mid tier if you played her long enough. But even if Lily is one of the 'worst' in the game she's still very good if you use her strengths.

Might be a Luke thing too. I've seen top Luke players burn themselves out way more readily than others. Luke apparently has (had?) the ability to stay on top of things reasonably well even without drive moves, especially when on the offence.

Everyone pretty much understand how Lily plays considering she's feels like a one note character. Her buff aren't really significant that drastically changes her playing style nor catapult her to top tier status either. And the only universal changed that really helped her is wake up Drive Reversal because she doesn't have invicbile DP. So, this is mostly El Chakotay played very solid with Lily.
The balance update new recovery drive reversal is a direct counter to Noah play style. Basically, every time Noah go burnout, his opponent get a almost guaranteed safe wakeup option in the form of recovery drive reversal (-2 on block burnout). Unless Noah make a hard read on recovery drive reversal by neutral jumping, he won't get the chance to punish it.
Lol it is pretty easy. ElChakotay is really great at Lilly and been playing her since day one of SF6. Before season 2 she was definitely in the bottom half of the roster, probably the bottom 25%, after the buffs she is definitely threatening membership in the top half. Because she was so low tier before, very few played her, no one labbed her, and no one knew the match up. You didn't really need to. But Chakotay definitely knows the Luke matchup.
lily is such a boring character, she was weak, and she still is for now. But when it comes to her turn to attack, she just need to use a stock and fly onto your face, you are force to take a guess between block and jump. there is very little skills and mechanical stuff involve. I like to play neutral, mindgame is also fun, but Lily is just poorly designed. Gief can do the same thing but he is also required to play neutral to get in the position where he can 50/50 you. I rather play agaisnt JP Guile or DJ, those characters i can use my mechanics and skills to beat them, playing agaisnt Lily just lacking interactions

Honestly the buffs didn't play a big role other than the universal reversal. Elchacotay is just a really good character specialist.
