for all the people saying it illegal , it just depends. in the waters i fish, you've got to catch them yourself( From those waters your fishing that day) or buy them and no bait dealers sell them so anyone who uses trout has to make a few trips to the river arm theyre planning to fish or use something else, trolling live trout isn't common but people def do it out here too
