Such a detailed explanation for a feature that seems to be permanently broken.

Very good explanation. In my R20 I don´t have the option as in your case with the weight in the falloff tab. The only weight transform is in the parameter tab. So what I did is only a plain effector and then add in the falloffs tab a linear field (normal), random field(overlay with the 0%) and shperical field(overlay) and I think is almost the same result. But I don´t find the way to use weight transform. Thank you.

I figured it out after a course i was attending. I have to mention here that R20 works proper with weighting while R19 and before versions had bugs which i didnt know.
So proper way of doing things is:
      a) Via effectors:
Add ur random weight (weight transform=100%) before the effector u wanna affect. Lets say its a plain effector. Then in the plain effector in its field list, drag n drop ur cloner (as mograph object). Thats the same result as setting the weight in falloff tab = 0% in previous versions.
      b)Via fields:
A much simpler method. Just add a random field with overlay in ur plain effector field list and its a similar result. Not 100% same as using multiple effectors, but gets the job done pretty much identically.
If u dont care for scientific weight explanation (in order to write ur own xpressos or something), i d say this method is much more straight forward from now on :)

@@MotionPunk i'm trying to get this but with a random time offset, basically so that the clones end their movement at slightly different times, any ideas? Fields seems really powerful but struggling to make sense of the more advanced uses
