This is actually in F tuning (a half step up from E being F). This song is originally in E Tuning. The only albums Metallica did in E flat are Load, ReLoad, (and maybe Garage Inc but I'm not sure about that one.) St. Anger is in D tuning, but other than that, all of Metallica's albums are already tuned to E.

no, st anger cant be in e tuning. drop c is the D tuning of drop D, it is a step lower
