Not a good video to entitle an "All-Out Battle". While it technically is an all-out battle, you broke an unspoken rule in the game mode as you burned/sideswiped your opponent. On an All Out Battle, the boost is off therefore when you burn somebody, he could slow down and not catch up as there is no easy boost assist for them to do so. These kinds of battles you should rely on your intuition, your car's capabilities and your racing lines and not crashing onto somebody or intentionally ramming or burning them. You have skill I tell you but you played the All Out Battle on an improper manner. Sorry. Just my two cents.
What he did was fine. The RX-7 should have backed up knowing that the GTR was going to block the inside. Brake blocking on WMMT is way more BM anyway haha. The other people in the game just weren't as good as this guy too, so they couldn't catch up (or their cars weren't optimal or their power/handling ratio was off)

Go all out = no handicap, no 'catch-up' boost, no 'easy speed-recovering'
