Ruwais is a small city in the Western region of Abu Dhabi. As far as I know, it has one mall with shops and restaurants to cater to basic needs . For certain government businesses, you have to travel to Abu Dhabi city to get them done. It is fully developed and has its own hospital etc. It offers taxi service to get around. Cost of living is pretty much the same and depends on your lifestyle.
