Oh I mean for monster verse Godzilla he's just trying to protect his turf and if anything disrupts the balance of that turf then yes he'll either be cruel to that thing doing it or even kill them if it means protecting the Earth but humans are not too much of a concern to him for right now so most of the destruction caused is because buildings and people kept getting in his way of his duty
Godzilla is both Our and Japan biggest fault, if Japan never tried to attack some country’s Godzilla wouldn’t exist and they wouldn’t have to face their punishment, after all sure Godzilla is our fault and not only japans fault but them brought this on themselves
