If you see the badly cut traditions, it means that I had to save+load and try to beat it so many times. (At least 10 for each - look at the smooth tradition of in-game time) If I played it "legitimately" then I would have to play like at least 100 games. With all 17 tactics activated against you, most of them are RNG. Yep, if you have terrible luck, this challenge is impossible. RNG such as would sleeper cells activate? or would insurgents flee in the right zones? Or zones spawning insurgents due to the lack of funds in fulfilling them? Before someone says, 'why you no buy diplomatic relations', simply, there was not enough money or turns needed to make it worth. Capability is just a % and if you play with RNG right, shouldn't rly affect the camps. Corruption is a pain, and that's why I made Coalition soldiers do the heavy fighting in the early game. They can try and trap insurgents away from fleeing in the wrong zones faster than Nats with built highways/roads. I picked up Coalition Surge because due to the amount of time I have left to deal with those pesky insurgents before my reputation dies (remember that I have minimal) Save + Reload is not a cheat, but something I find required for an average player just to have a chance at beating it. I have accomplished what thought I couldn't do, but I have done it. The first 10 minutes is what it matters - One mistake can cost you the whole game!
I may not have campaign and scenario experience because i am mobile player and you must pay for everything but i found a strategy u could rush NGO support so u don t need to invest in civilian initiatives and in early game you could have gone for security and roads then u should try to train some national soliders and use general buffs to your army then u could have acepted the civilian surge to make stability go up and gain reputation or go for national surge to gain more permanent soliders (i haven t tried yet when i will have rebel inc on pc i will try it) but i don t think u deserve to retry this scenario for a long time so get some rest

The one Insurgent tactics the game forgot : Fanatical Fighters (Stronger Insurgents but when win they died instantly). But I understand the pain so. Good job in handling the situation. Edit : Oh yes, forgot to mention the new DLC. You should check it out.
Actually I just watched and it's straightforward don't need an explanation. Looks like this was a pain. I'm guessing my strategy of two police for newly stabilized zones (just leave em alone) wouldn't work here.
@@killergotrekt seriously I was trying out black caves for the every insurgant tactic scenario, aqua on r/rebels_inc beat it just now with civ gov saffron, because it has that free tank. Great idea until the insurgents fled all across that middle river.

Hey guys I found scenario that is harder than ultra mega insurgency. It's called impossible insurgency by soldierguy89 this scenario is drastically more punishing than ultra mega insurgency. Although modifier such as local agitators and radio silence is removed it's still way more difficult than ultra mega insurgency. If you want to try search it or here's the ip for the scenario 110370 just put this ip on search
Maybe because Vocational training adds less corruption? Or maybe its cheaper than land rights oh and also the remote zones are controlled by insurgents thats where most of the hostile population are so Vocational training is better
No money or even time to utilize that. By the time you get that foreign country commiting mass murder through insurgents thing you'd be on 20 reputation and 10 bucks while constantly managing an insurgency that feels impossible. Every piece of money works, and reputation is everything

Even if you can't get it in the beginning, you can always just fight on until many stable zones appear to finance it.
