- At this year's forum on Artificial Intelligence in Moscow, President Putin raised the issues of privacy and ethical coexistence of humans and technology. He urged the professional community to develop a code of ethics that can guide continued development in this sphere.
In recent years, artificial intelligence - among its many uses - has been utilised for 'genetic editing'. While this innovation can potentially eradicate all diseases in human beings - it can also be used for less ethical purposes. How do we mitigate these risks in the future?

I wonder how genetic modification will impact human rights and the likes. If we create an engineered human, but strip it of parts of its humanity, like a super soldier. How should they be treated in problem scenarios? Would they be regarded as military property for example? How would you deal with passing along the genes to future generations? How will it affect us as a species? A lot of difficult problems arise. Not saying anything about whether or not to persue this, it's inevitable anyway. But how will we move forward?

Humans aren't on earth to become super humans or cyborgs. The fact that humankind is chasing it, despite the widespread poverty and suffering, shows that it will be a big disaster.
So much knowledge and they want to use it to create supersoldiers... Just shows the aggressive nature of humans.

I obviously have never met Mr. Putin but because of you I get a better understanding of him and also a sense that he is not the monster our media portrays him to be. He's absolutely correct! And, while I hope the technology is used for mankind's good- I still can see there will come a 'Terminator' time when those of us that survive will be sitting in tree stands, using those walking computers for target practice..
He’d get my vote. Just outrageous how well versed he is on so many subjects. Definitely one of the greatest leaders out there at the minute. We need to stop voting in people whose primary thoughts are money and start voting for people who have the majority’s best interests at heart.

future may come quicker than we thought, technology shouldn't be stopped from taking its course but laws and regulations will have to be implied in order to prevent crime and criminal type strategies that will be used by big corps and intelligence

I would argue AI is already being used for highly unethical, and even Treasonous purposes... and that if we don't expose this fully it will become permanently irreversible.
He was right, as you observe everyone were influenced and obssesed with technological knowledge, than the natural being of human perspective with moral values, feelings, emotions, empathy, which is life.
Students nowadays did't recognize the old tradition of the teachers wisdom (for education), because they knew the perfect knowledge, or information where they can rely is through technological knowledge.
This is what I am afraid of, that soon we will be victimized, brain wash, controlled with our own inventions. Which is hard to dissolve, for it is made by metal with no feelings, fear, emotions, empathy, etc. But to follow orders force to force and can survive during a nuclear attack.
Hoping that world leaders would limits its technological activity (making an agreement, sanctions, new law). For the future and humanity sake

But of course, what he's saying is based upon what HE knows as a man with access to the leading edge of technology. The rest of us poor suckers will be left wondering 'W T F ' as 'our civilisation' goes the way of so many before into oblivion. And tens of thousands of years from now archaelogy engineers will be digging up cell phone towers and asking 'Gee, what could have been so bad that these people fried their own brains with microwaves and nuked their own planet?'

It's become less well coded - so have webpages generally. So have TVs, etc, vehicles (bootup times). People are on autopilot all the moreso, marching towards whatever outcomes. Not sure they use d-wave anything for search engines though?
@Nikolay Ivanovich It used to be better coded generally, there's a lot of flaws inherent in code that uses the popularity of a site as a main recommender - eg the runaway effect - the more it's recommended, the more visits it gets, thus relevance isn't taken into account as much. It's supposed to list according to content also - the meta tags in webpages were abused by SEO etc though, which caused a lot of problems with results returning. Garbage in, garbage out.

In terms of killer machines, these already exist in huge numbers. The 'AI' tends to be on different machines though. eg, there's plenty of devices that can easily kill etc, and there's also plenty of devices that have things like collision detection and can identify a person apart from an animal (on cars for example) - there's not much difference in instructional code when it comes to telling it what to do with those inputs, if the same kind of systems were to be added to killer machines, or indeed if cars were told to hit something rather than avoid it. But that isn't AI, it's just code.

Any human modification would not turn out good normals those having no modifications would eventually be considered inferior to those who are Genetically enhanced several movies that deal with this subject Gattaca and Brave New World and on the military side Soldier with Kurt Russel. Is it just a movie or is it a preview of things they are working towards many things that were in that realm have become reality. Genetics is sort of a pandoras box, once opened it has the possibility of wiping out humanity. And going by the history of the US that funds almost nothing that can't be used Militarily.

Yeah, Putin gets it.
Also, a true AI will be very interested in how humans actually work etc - in acupuncture and chi, in dowsing, in how psychedelics and the likes alter (and upgrade) sensory processing. It won't have restrictions in what information is deemed real or not - if it works then it works. It wouldn't be bound by thinking inside any boxes. It could end up teaching humans to be more aware of truth, merely by explaining it to enough minds.

We are already there - sort of. A good proportion of the country I live in is already running on a recorded program from previous years. Either something has been gathering the nerve signals of almost all living things into a computer and it has been played back with almost perfection so far. Or somekind of computerized program is running simultaneous subconcious and nervous system manipulation for the second time at minimum(on a massive scale). Scarier than an atomic blast for sure. But quite easy to shut down and change the pattern when certain devices should get shut down in a chaotic event like war etc. Once devices that transmit electronic frequencies through the air start acting up, things will change in an instant. Sadly things will probably not change before something "catastrophic" starts to happen because of the short sightedness of this scheme.

i understand the people wanting to be free from china, but they are placing themselfes in great parel. but freedom always comes with or at a great price.
True AI is this far off - it'd need more Boston Dynamics style robots, and the coding for it generally will need to be such that it can go learn on its own. eg, it'd know how to read the code for pcb design programs, and also know how to improve that code. Then it can redesign itself into something that humans can't really control, even if humans reverse engineered it. (obviously a simplified version, but to give a general outline of what it would need to do).
What human society already is, is a 'lord of the flies' scenario, where there is no real guidance, certainly not directly from creators or originators of. This is why many people fear what an AI could become - they have an awareness somewhere that we've already killed our creators / originators, and live in a shadow of a (maybe former) better civilisation. So also, what it could end up being is indeed what was previously killed off, or otherwise lost.
