I rather doubt that to be the date of Prof Brands' address, but, again, my guess is it was only shortly before. The date is significant to me, because by 2019 the US had been on a course in the world since 9/11/2001 and much earlier that departed from the Constitution in many critical regards. To think of the US as a constitutional democracy in 2019 is an odd fantasy for an historian.
Nonsense. We are a Constitutional Republic, and always have been. “Democracy” is a principle, the principle that the people have political power. That principle is manifested (or not) in many ways, and the ways in which is manifested have changed over time. We have never had much direct democracy (we are a representative democracy), and at the founding there was little democracy at all. But the long term trend has been in the direction of increasing democracy. You seem to have a beef with laws that were passed after 11 Sep 2001 intended to increase the security of the nation, but the changes that were made have little to do with the democratic principle or even with the Constitution. To the extent that there are Constitutional controversies, we have a mechanism for working those out. H. W. Brands is not indulging any fantasies. His understanding of United States history from the founding to the present day is as well-informed and grounded in reality as that of anyone.
