You could say that the expansion of the Aztec Empire was more of a kingdom of subjugated states that answered to the great conqueror in Tenochtitlan (since feudalism developed). After their passings the authority of the next ruler deminished enough that after the reformation of the Aztec faith there was a threat of its collapse - so the state decentralised away from Tenochtitlan and arranged itself more into something resembling a republic on a national level. The nobility splitting into merchant and clerical classes.
As Montezuma kept sending explorers to other lands and even over the eastern ocean, he became fascinated with the idea of going on voyages himself. After receiving news about their last expedition he choosed to travel oversees, but his advisors wanted to talk to him, since even small local matters would take months to solve, But they were late as Montezuma already taken the voyage. So they sent a messenger after him to plead for his return.However as soon as Montezuma landed he estabilished a new capital for his empire. His court was in utter panic and people already began to talk about a new government, with more freedom and less direct rule. The will of the people was overwhelming, but the court managed to make a deal with them by reforming the state while still being a subject of the Great Montezuma. Not long after his arrival the messenger came aswell with the old news, thus ending Montezuma's adventure in the new lands...for now.
Getting state houses or whatever they are called (the gov cap manufactury) gives 5 local autonomy for the entire state and you can only build one per state. If built on glass, gems or paper it gives 10:)
You can form the United States with any migratory tribe in North America by converting to Christianity first, and then taking the reform to become a Horde. Then you reform out of a Horde and your tech group will become "eastern," allowing you to form any of the colonial tags. I formed the United States by 1550 as Lenape without taking any colonial ideas. It's a lot of fun.

It's what they *do* ... * Africa be like: "Wait, we have *options* for who we get colonized by?" * Aztec Mexico be like: "My king, if you're gonna *treat* us like a colonial backwater, we're gonna *act* like one!" * "Azmericans" in general: "But who *are* we, anyway? We can't decide!"
Have you played as the Castilian Angevin Empire? Castile start, get PUs especially Burgandy and maybe Austria, get Italian territory, flip England. End up losing your original territory to a Spain PU.
No, I've been playing smaller countries lately. Maybe I'll try it, because I haven't done a Spain to England swap for a long time. And it should be stronger now than it was a few years ago.

Galapagos is much easier to release a colonial nation from, it’s outside any colonial areas and in range.
