What are the plans for appointing a new chief Rabbi for Chabad who can make decisions based on current times and give current decisions?

Because Israel during galus is a spiritual prison for anyone living here. Even to the ones that know the the truth etc. A worse galus than anywhere in the world. As brought in Toras Menahem, (Acharon shel Pessach)

What do you mean, "the Rebbe is not a Zionist?".....it's a mitzvah! G-d is a "Zionist".....the Torah commands us to live in the Land.....that's what we pray for x3 daily.....remember, The Deed is the whole point...............Devarim 11....not just Ben Gurion, but Rabbi Yehuda ben Beseira say that "Dwelling in Eretz Yisroel is the equivalent of all the mitzvos in the Torah." (Sifrei, Reéh)

You can manipulate the word zionism all you want. It doesn't change the words of the Rebbe Rayatz and similar ones from other rabbonim:
The straight-thinking Jew looks on in astonishment, thinking: what do these rebels against G-d and His Torah have to do with the Land of Israel? (Mishmeres Chomoseinu 20 Shvat 5716)
I hereby join with the honored rabbis who oppose and protest against Mizrachi and the like. They do not walk in the spirit of the Torah. I wish to convey in writing that the Jewish people should separate themselves from this terrible desecration. Let the defiled leave the face of the Holy Land! (Om Ani Chomah, 5709 ch. 4 p. 400)
We are foresworn by the covenant of G-d that we cannot overcome [exile] with might or power, only by understanding and knowing the word and command of G-d. (ibid.)
