Personally I would set up education trusts for nephews and nieces, to be used for fees at university or technical college. Paid directly to the institution. If Sarah's kid(s) are brats bypass them. If niblings don't want education allow them to set a business or buy a home at 25. Any surplus, say scholarship that money can be used for masters or as person wants after they complete their degree.
Involuntary Parentification is child abuse plain and simple. There are edge cases, say orphans or one parent out the picture (say death or divorce) and active parent busy with work where an older child may choose to step up to keep family together.
