It's very likely that this is a "I maxed Con because all the minmaxers told me to" build. I don't think a build with good int would do this low damage. Pyromancer has tons of Multi-hit. This means int scales extremely well for them. People seem to forget how much multi-hit effects your damage stats. To put it simply, if your fireball hits 10 times, and you can cast it twice, lets say you have 300 int. 10+10=20x300=6000 damage you're missing out on. Doesn't seem like a ton, but it applies to every skill you use. Flame ground hits a lot of times too, so does pillar. Your full rotation would be missing a lot of damage.
