You will need chapter 3 secret badge and hidden lab badge in chapter 4 Then you will have to go to chapter 4 area 7 where a hidden passage will open at the end just don’t go to the actual exit

That’s strange usually there would be a button above the note to pick it up maybe try again to see what happens

I think it might still be broken but the clock lantern is obtained whenever a live event starts
