On fair burgers, i worked at a BBQ and grill food truck type stand at a state fair. It stayed busy and the Donut Burger (the Luther from boondocks) was the top seller.
I visited my Sister and her family in Wisconsin last Summer and went to the state fair. I got fried Cheese Curds at the fair and they were so good. A+++
Mexican fruit cups are sliced tropical fruits (typically mango and pineapple) seasoned with chilli powder (tajin usually) and dowsed in chamoy. So you end up with sweet, spicy, sour, tangy, refreshing, even a little savory from the chamoy all in one bite its in your own words ‘damn near delectable’
My go to at only a carnival/fair would be a funnel cake w/powered sugar and ice cream, a turkey leg, elote in a cup. Bloomin onion is sooo good when fresh
We have a huge state fair every fall in my area that's been going on since the 60's. Lots of rides, exhibits, concerts a rodeo and of course food, food and more food. They also do burgers and Ribs that slap, but it's those pepper and onions that hit your nose first. Other fair foods we eat every year are corn dogs, smoked turkey legs, steak on a stick, chicken on a stick and deep fried everything. I prefer the thinner crisper Elephant ears with cinnamon sugar over the funnel cakes with powdered sugar. And there are always people selling chocolate dipped custard ice cream cones and those weird ass dippin dots.
We get stands that sell a "Purple Cow." This is basically a grape soda float with vanilla ice cream. Sometimes sold with grape syrup and Berries inside. It's consistency is between a float and a milkshake. It smacks. Oh... and it's pronounced "Bay-nets." I don't want to attend a fair if they don't have an oversized burger with amaerican cheese and smothered in grilled onions. Onion burgers are the truth.

Here in Florida they always have fried fish and chips, crab, oysters, clams etc... at the fairs. Which is fine till you get to one that doesn't cool properly and their seafood as gone bad and the stinch stays in your nose the rest of the night.
I respect your list for the most part…but you extremely hoed cotton candy my guy. It’s one of the 4 pillars in carnival foods. Corn Dogs, Turkey Legs, Cotton Candy, Funnel Cakes. It should have at least been in B or A tier, for most kids it’s their first fair memory.
One carnival food I don't see a lot of people talk about is ribbon fries. Imagine an obscenely long potato chip that you deep fry like a funnel cake and you serve it on a plate. I like to put nacho cheese or ketchup on it. More people need to do it. I personally would've put cotton candy higher up, because it's one of my favorites, but I see what you're saying. While it is expanded sugar, it's not like people need all that much sugar anyway. But if I were to be fair, I would at least put it in a C tier. No joke intended.

My Boy Scout Troop in Ohio we would raise money during a 4 day fourth of July fair by selling fries and snow cones. In 4 days we'd go through 1 ton of potatoes. We stack fries high and have Cajun seasoning and such. Great value. Great fundraiser.

Best state fair lemonade I ever had was a strawberry basil. Fresh berries and fresh basil leaves. Cost me $9 and it was worth it.
Next time you should go to the Houston rodeo (takes place around March) and the Dallas state fair for some truly wide shoulder, big backed activity
