  • Beginning in September of 2020, KCRA 3 Investigates producer Dave Manoucheri and Photographer Victor Nieto began traveling across California and interviewing people in other states as part of an unprecedented documentary project that revealed a wave of problems created by the failures of California's Employment Development Department, or EDD.
    With nearly 15 hours of interviews from 17 people - and dozens of hours of news footage - the first four chapters of Easy Money tell the story of what is being called the worst fraud in United States history.
    On May 11, 2022, we aired two more chapters for the series. They should play in our playlist at the conclusion of this video.

      Absolutely they are!! There is no other plausibility. Especially when any citizen has near zero access! You'd have to be inside in IT either for BofA or at EDD.

    The fact that over $17B was grifted by scammers; and that this scam took place inside prisons speaks volumes for how this EDD failed the real people who needed this money.

    This makes me sad. I worked the entire time paid my rent the entire time. What was my reward….a $400 rent increase. Oh and for those of us who saved to be home buyers, home prices increased by over $100k.
    This is America. There are zero rewards for doing the right thing.

    What's enraging about these EDD idiots, is that a few years back they denied me a legitimate claim after I was let go of a company. But they approved criminals with up to 70 EDD cards each. This is just a fng joke. I hope those EDD officials go to prison too for gross mismanagement of the people's taxes

      @Mekehl I lived fairly poor in a larger city for a number of years and people around me chose to do evil things they did not have to do. That was one of the hardest things about having little money - being forced to live with people who chose not to behave in a civil manner. Normally they were not so desperate as to have no choice.

    I had to wait 3 months to be denied. I appealed and had to wait another 3 months to go before a Judge to prove my identity, then I had to do an ID.me video call to prove my ID again. It was such BS.

      It would be nice that she would forfeit her extremely high pension that the California taxpayers have to pay for incompetence but why should she be singled out.Just look at all of the Democratic party programs that have not produced a positive return on the taxpayers dime that incompetence or fraud is inherent to the program.Here is a thought, WHY is social security payments going broak for the taxpayers that have paid into the system their intire lives and WELFARE CHECKS that are full of waste and fraud not in financial trouble or funds running out.     I tried using EDD several times for job help. I was declared ADD disabled and given an employment counselor who never helped me get a job. The local college ended up helping me with a resume not the EDD. I got my own job. I have NEVER gotten a job through our local EDD. THEY'RE A COMPLETE FAILURE!!!!

      The cards came from a bank. At no point were cards containing 30k or 50k ever shipped.
      You must be talking about stimulus payments, those funds were stimulus cards. Which at most I think held $1400? And I believe they had to have a pin or something created. I don’t Know but what I do know is you guys are making stuff up

      All government jobs should have a lottery expiration for those employed in them, and a 10 year exclusion to be rehired by any government entity. We should also not allow government employees to vote for their own raises by excluding them from voting in whatever-level-of-government-they're-employed-by. Municipal workers not allowed to vote in that municipality, same for county, state, and federal level employees. This would help limit the size of government and help limit the parasites.

    I am one person who's lost over 51,000 from an overpayment by the government who refuses to pay it back I only owed $7,000 on an overpayment and it was taken care of so how do you explain the state of Salem not returning 51,000 that I can really use right now from my caregiving and my benefits that I paid back into the refusing to pay me back 51 Grand how do you explain the state US Treasury stealing 51,000 and not paying me back they took my money and used it for their habits and I'm sick and tired of being lied to and used and abused I have never stole money from anyone but being falsely accused and slandered by a government that didn't check their facts but went by hearsay of a family sibling of mine stating I never paid my bills and that I was married never been married paid up all my bills and I very sick and tired of the government lying about the truth when someone has a revenge been dead a torch someone who never did them wrong they covered up the acts of their own crooked crimes I'm very appalled that someone can use me for the wrong reasons

    I saw so many people do this and benefit, while those who actually needed it were denied and lost everything and still can't get anything. Even had covid...didn't get any of the housing assistance. Housing assistance agencies have disappeared from the county and voting facilities have replaced them. I work in social services and most of the agencies have been dissolved.

    Just looked up all the directors that have been in that position (Director EDD) Since 2020. 3 of them, all life long state employees. Incompetent, public sector loosers.

      All government jobs should have a lottery expiration for those employed in them, and a 10 year exclusion to be rehired by any government entity. We should also not allow government employees to vote for their own raises by excluding them from voting in whatever-level-of-government-they're-employed-by. Municipal workers not allowed to vote in that municipality, same for county, state, and federal level employees. This would help limit the size of government and help limit the parasites.

    It's also an ironic example of how a big banks greed bite them in the a$$. I'm sure when BofA agreed to handle debit cards for the state, they thought they would make some big $$ in fees. And deciding to issue the cheaper cards (with no RFID or Chip security) they would make a killing... but it came back to bite em, because ultimately BofA has to EAT that loss. Serves them right! So this is Karma for them.

      Well this documentary is calling the fraud the biggest fraud in California's history, but it is probably actually the biggest fraud in United States history. It was not just Unemployment. It was stimulus checks from the IRS, Small Business Loans and Employee Paycheck Protection Programs that were also defrauded during the pandemic. And, as I mentioned in my previous comment, there was so much fraud in Washington State EDD they had to call in the National Fraud to help combat it.

      @@nunyabizness573 we bought my brother in laws house. After his wife passed, he couldn't make the payments. He was moved 7 months, deceased 5 months, his wife much longer. I know he was getting his SS thru direct deposit at his new address in a different state when he passed. Still got the 2 person stimulus check here!

I was disabled during this pandemic I couldn’t apply for Edd I was off work. And they won’t answer the phone I been dealing with this since 2020

      Have you tried calling 10-15 minutes before the office opens? If you ever get the machine that asks if you want to get a call back, because of high call volume and long waits, don't hang up. On average, it won't take longer than 5 MAYBE 10 minutes max. If you call during normal hours, it will be almost impossible to get through but good luck; I hope you finally get what you are entitled to.

    Wait! @41:00 minutes they claimed that the $11B plus in fraud could have paid for 16,000 Californian homes OR a mere 2,000 students four-year tuition at a California college. That's an eight-fold difference. You are telling me that half of a year's tuition is somehow equivalent to buy a house, in California? That's messed up.

    I live in Fresno and we had a vacant house for sale during COVID and the mailbox was being shot-gunned with mail for multiple EDD "applicants" using that address. Id estimate easily over 30. I called EDD, sat on hold for 2 hours, finally got thru and they coulda gave a 💩. Literally asked me what "and what do you want us to do about it"? I reached out to Jim Pattersons office too. They never got back to me. Just ended up shredding them. Then the overpayment notices started pouring in 🙄

    "wow" it appear the same type of scam happened here in Canada. A lot of people were denied help and could not get help. Yet, big companies like Bell Canada who were profiting from the pandemic were able to get millions of dollars in these programs.
    When some people wanted an investigation into the fraud, the government stopped them and allowed them to keep the money and everything, while the average person never got any benefits.

      Hey there, can I ask u which agency was at fault? I know that I, myself elected not to apply for benefits I was not allowed, but I also know people who did, and it seemed like the most people without fixed income were able to get about 14,000$, which is an insane amount, and while I don't agree with such egregious behaviour, it is easy to see why someone with nothing could be tempted, while just as the US case, I would like to know if the people who were benefiting for real, like Bell and Bank of America, whom they are very silent about. The banks work on fees, the reality that they will reap a fortune from this is quietly overlooked, but we may have a very different situation here up north, though I definitely agree, there was fraud here too. Expanding civil asset forfeiture is wrong, and I heard our government was considering this law, which is not good, even if we don't have as much problems with bad cops, they still exist.

    I have a small business. I've paid thousands and thousands in taxes to EDD to the unemployment pool. I really want that money to go to people who need it... not scammers. I can't believe billions have been lost. EDD employees and contractors should be held accountable and the scammers should be in jail.

    Here in South Africa. This is so normal. Hundreds of people working for the government are involved, creating ghost employees within government departments. If it is anything in the US like it is here, for sure they have people inside involved.

      Sounds like they should have to forfeit their retirement if they are going to be that negligent otherwise what's to stop their replacement from looking the other way too? The biggest loser in all of this is us, the taxpayers. EDD is such a mess and it sounds like this problem has gone on as far back as 2008 or earlier. Just insane. Their biggest mistake was canceling that fraud detection software that was actually doing it's job! Josh Harder, you're a good man trying to clean this mess up👍

    I received a letter from EDD last year, requesting more information. I live in Louisiana. I went online and filed a fraud alert on the EDD website.

      Same thing happened to me and I live in New Mexico. I filled an online fraud report, froze my credit, and reported an attempted identity theft with social security. When all that started our attorney general put out lots of great information about how to handle it.

    I live in Indochina and many American Travellers / backpackers l met in watering holes, coffee shops, restaurants, etc were talking about ways to get hundreds of dollars if you had any friends In California or bank accounts in California even though they were actually overseas. Sounded like a great plan for boosting travellers resources.
    Later it became apparent travellers shouldn't apply if they weren't actually living in California.
    Seemed an easy thing to track: EDD + Overseas Withdrawals > potential fraud.

    I have so been wanting to comment on EDD thing.
    At the beginning of this I had a regular cab company I rode with any cab driver shared with me he regularly gave this stripper bar girl I guess you could say rides to work and she told him that her friend who was homeless would bounce from place to place whatsoever when she found out how much her friend was making on unemployment she filed and claimed she was also stripper which she was not and she was getting $600 a week yeah so if I just heard through the grapevine of one person about how many in my town alone we're doing that. Endless
    You know it's too bad they didn't investigate every person to verify especially in a small town that they were legitimately employed they should have been forced to show proof before they get a check.

    at my office, I was receiving at least 6 envelopes a day which I was sending back to the sender; I knew it was fraud!!!! Our unemployment insurance is to the roof!!!! thanks a lot state employees which shows one more time how incapable to do your job properly. In private sector, we are accountable, big difference!!!

    So it is possible for any officer to ROB an innocent person using Civil Asset Forfeiture but it is NOT possible to use it on actual criminals. If that is not a great reason to wipe out civil asset forfeiture, then I don't know what is.

      Although controls on these Pandemic Unemployment Benefits were lax not only in CA but apparently across the nation as well, I just don't buy that this all happened as a result of individual criminals or even gangs of criminals. That this fraud started almost right after these benefits became available, and in such a massive amount suggests to me that someone with intimate knowledge of these vulnerabilities, perhaps even on the Fed Level was ultimately behind it. If this really did start at the local level, then it would've started off small and then quickly increased. But that's not the way it happened. Someone well versed in the weaknesses in the system of CA and other states must have been ready to pounce on this rare opportunity. THAT is where this "white collar" crime spree must have started, IMO.
