To be fair, north korea is a famished country, according to various sources, and considering how scarce electricity is, I doubt that they could maybe afford to run the channel 24/7.
researchers and news outlets though have access to direct satellite links. you just need prior permission from the SK government for that. But by default all transmissions coming from the north are jammed, same as in their northern neighbor vice versa

@@HanzEf Repeaters can be set up by anyone in southeast asia with a ku-band satellite dish, dvb2 receiver, and capture card as this channel is broadcast without encryption over the Chinasat 12 satellite. As far as I can tell, there are no officially sanctioned streams of it from North Korea specifically (i.e. from a .kp domain) however since it's relatively easy to pick the channel up in the region with that satellite hardware a good amount of hobbyists are willing to stream it online.
