The rear bogie has pickups also. So all wheels should pickup - the bogie unclips, so check backs of wheels, the wiper contacts on to them, and the wiper contacts that take power to the chassis above - I've be willing to bet one or more is not making contact and needs slight adjustment.
The old M7 locos need a resistive controller. The motor doesn't give enough feedback for a feedback controller to regulate the speed properly. I had the original Welsh made version and it ran perfectly. You've got the Chinese made versions, they always play up.

The Dapol GWR 14xx have these kind of problems too of being too light and barely managing 2 coaches

I shall investigate. Although that would mean I have been unlucky twice as neither pick up from the rear bogie
