People do shit like this when they think a camshaft is just there for opening and closing valves. Valve-train have mass and the camshafts should be designed with them in mind. A setup like this must be deemed idiotic, because each degree matters, and that can never be achieved in this shitbox setup. I design and manufacture camshafts, so I'm pretty sure what I'm talking about. Instead of reusing old camshafts this way, you can throw them. If you are reusing, that will ruin your valve seats, tappets, valves and even the guides at times.

Some people are on a real tight budget and it’s either this or throw the engine away.
I get what you’re saying but on an old 125 discontinued engine it’s worth a go.

People have been doing this for ever, nothing wrong with it. It will work just fine, people have successfully even made performance gains from doing this.
I'll add that he probably isnt winging the shape of the lobe, he definetly has a shape hes trying to make, or has a stock new one to compare to, or some other cam laying around. I have no doubt it will work and he can keep tweaking it if it isnt how he wants it.
