Unless someone has enough money to fund the entire project themselves, they will still end up financing the deal through a lending institution acquiring a mortgage. As far as property taxes there's no way of getting around those unless you're a disabled U.S. military veteran. Depending on the disability rating and the state/city/county, you can go from 0% in property taxes or get charged whatever exemption amount that's required. Outside of that, you're still on the hook for property taxes.
