I am not completely sure if shah jahaan was extremely evil because it is not that hala was perfect and she was also not her daughter and they also had to bear the expenses. So I think that she was cruel, but she doesn't seem very ridiculous

Shahjahan became cruel later on when she realized that dadi is using hala against her when raees shaped her in upcoming episode you will see.
She became cruel because of dadi's tantrums and later on in last episode she herself revealed this to hala and even apologized and rectified her mistake
Your 2nd point was also true that hala was also not perfect she was rude and even though in later episodes she was troubled a lot but that troubles made her humble and mouldable.
Mouldable in sence : Humza moulded Hala and made her brave enough to fight for herself in later episodes
