After a long long search I finally found it, Spray Paint Art in NYC! :)

The pray technique is amazing.
The overall finished product is really nice to look at, it has alot going on, and doesn't draw your eye to just one spot. I love it.

CrimpyGummybear I was in New York back in February and had loads of money left, too bad I never saw anything like this in the week I was there because I definitely would have got one (and the hotel was just round the corner from Times Square, maybe they only sell these in warmer months to give the paint time to dry)

Arthur Kirkland although the overall technique could probably be learnt very quickly, to do this in less than 5 minutes and not mess up, in my opinion is not easy
in all honesty... you could show someone how to do this with ease.... try using oils now that is fucking hard. this is literally spray and wipe and scrape. not that hard.
