Eastern Cape used to be managed in the rural area by Chiefs with the subordinates that works with the Chief.
The leader in each and every location will be appointed that will yake responsibilities of thag specific area witj strict laws.
It is still like this .. just not in towns and cities . There are hundreds of Chiefs and thousands of headmen . All still recieve a salary from government
