It's the intricacies of how it works that has yet to be revealed. My guess? It judges one's soul crimes and then punishes them. "Oh- but what about the officer!?" We don't know the officer at all, literally, so hey maybe he used to be with the port mafia lmao. Plus "crimes" could mean offenses towards God, as we know Dostoevsky was religious, so in other words it could mean any sin somebody has. Essentially allowing him to kill anybody he touches. Although that last half was just a theory :D
