apparently in the Japanese dub Cell uses one voice for all his transformations unlike the American dub. So they only had one voice slot in the games for cell and chose his first form to start with
I remember as a teen like on the yr 2004 I just to play it alot in the gamecrazy store before it got shut down and I played for hrs and the owner didn't care how long I played cuz he trusted me and then months later I got the game!!

Cell is debatable if he is prue evil, but compared to Vegeta, he would most likely be under Babidi's control with little resistant.

Budokai 2 giving Babadi the ability to pull powerful fighters from someone's memories is such an OP ability but its so COOL! I wish the anime used that.
Most likely he would be at his 100 percent power radius without the need for the power up time. But I'd imagine if he did do the power up to 100 percent he would be close or just under super saiyan 2 levels. Just a guess though no real way to find out.

@@sasori9624 Cell killed hundreds of people just to get stronger so he can absorb 17 & 18, and then threatened the planet if no one can beat him in a fight. Later he made multiple Cell Jr.s to beat up Gohan's love ones just so Gohan can get angry enough to be a challenge to him. Perfect Cell is not the most evil antagonist in the series, probably the most selfish, but he did some evil $hit especially in his first form.
I like how Cell says its Goku's time to die but if I remember correctly, Goku died at least 10 minutes before Cell finally did. I guess he forgot that part. DOH!

I’d argue Budokai 1, Tenkaichi 3, or Infinite World, but for the most part yeah I agree in terms of the novelty of Budokai 2’s story mode.
