I'm having troubles getting mine to dry, even when I make them very small, I take all the excess moisture out with a dry sponge/cloth. I left some recently for a week and they didn't fully dry, I've tried leaving them in a low heat oven to dry and they still wouldn't dry. Please help!

You throw them in empty lots

How long do you give them to dry? Also how’s the humidity around them ? :-)
Slugs and snails love to eat paper so will need to put charcoal powder in it or cayenne pepper powder
